The check could be overly too active, since it's possible that all_videos without both sections if the target platform don't have any video module supported. In that we add a band-aided fix by relaxing the check in grub-module-verifier https://build.opensuse.org/package/view_file/Base:System/grub2/grub2-accept-empty-module.patch?expand=1 CCed the patch author, and I think Andrei might be interested to have a look.
