Why Ubuntu? On Fedora, Debian, Deepin, Mint, Solus, etc. I have the same problem. So problem connected with GRUB. I don't see this problem with Chromium OS forks (FydeOS, ATB, but nit Cloudready), because GRUB is modified there (I guess).So it's your problem.
