-Wl,-r is a partial linking and this file is only intended as intermediate result for linker, not really intended for any other use. To make them usable we end up doing all the linker job twice over: in mkimage and in runtime. -shared on the other hand is meant to be loaded and relocated and hence it's simpler to use.
