You might try PowDLL (http://users.uoi.gr/nkourkou/powdll/) or ConvX (down
the bottom of http://sdpd.univ-lemans.fr/du-sdpd/nexus/conv-cri/convert.htm
).

I've found them both to be useful in converting just about any file format
to the GSAS option, which works with GSAS-II.
