Yes, you can use the GridShib CA to obtain a short-lived end-entity certificate via your browser: https://computer.ncsa.uiuc.edu/gridshib-ca-0.4.0/ The EEC ends up at the same file location as a proxy, so most grid software won't know the difference. If you have a credential on your desktop (even a GridShib CA-issued EEC will work) and need an actual proxy credential, you can use the GridShib SAML Tools: http://gridshib.globus.org/download.html#saml-tools The SAML Tools are completely standalone and fairly easy to use.
