The quickstart (http://www.globus.org/toolkit/docs/4.0/admin/docbook/ quickstart.html) shows an example of building RLS. You need the IODBC library, and pass its location to configure so it is picked up. Starting with GT4.0.5 we started shipping IODBC drivers on platforms that support them easily and RLS will build by default.
"make rls" will install RLS into a location that doesn't already have RLS, assuming you ran configure with the --with-iodbc= option.
