It is probably that the delegated credential is a limited proxy, not a
full proxy.
If you want to be able to run GRAM jobs from within a GRAM job, you
could try delegating a full proxy to the delegation service first,
then passing along the EPR to that resource as an argument to -Jf,
instead of just using -J.
