My real question may be how to configure GPT after a binary
install but here is how I get there.

Routine $GLOBUS_LOCATION/libexec/globus-build-env-gcc64dbg.sh is 
required to integrate globus with other code but it is not
in the Globus build.  This is a known issue and is the solution
is in the following e-mail:
  Re: [gt-user] not finding globus-build-env-gcc32dbg.sh

But I am getting an error message to use gpt-config. See below
a I follow the answer.

$ export GLOBUS_LOCATION=/usr/pppl/fusiongrid/globus-4.0.6
$ source /usr/pppl/fusiongrid/globus-4.0.6/etc/globus-user-env.sh
$ gpt-build -nosrc gcc64dbg
ERROR: GPT is not configured. Use gpt-config

$ gpt-config
ERROR: GPT has not been configured

So the question is how to configure GPT?
