Yeah, i sometimes have the same problem. You probably have a file
$GLOBUS_LOCATION/var/state/container.*
Delete it and check if it works again.

* I'm sure that there is no container running on the server ("ps aux
|grep -i globus" returns no results)
* I was able to deploy same Gar file before (i.e. so there should be
nothing with Gar file)
* Not sure about the cluster configuration but it should be intact since
last successful deployment.
* Yeah, and I was able to deploy my services previously using the same
Globus installation, configuration...
any idea about what could cause such a problem ?
