Hi,

If it is only about disabling Fork:
    http://tinyurl.com/czo6kb

All jobs that go to Fork will then result in an error:

   'The Managed Job Factory Service at 
https://dadada:8443/wsrf/services/ManagedJobFactoryService
    does not have a resource with key "Fork".'

This does not yet set PBS as default local resource manager though.
Is this enough?

Otherwise we'd need to hack.
