Here are some options for brokers.  They operate on top of GRAM and GridFTP:

        Swift -> http://www.ci.uchicago.edu/swift/index.php
        GridWay -> www.gridway.org
        Nimrod-G -> http://www.csse.monash.edu.au/~davida/nimrod/nimrodg.htm
        CoG kit clients -> http://wiki.cogkit.org/wiki/Java_CoG_Kit, 
http://dev.globus.org/wiki/CoG_jglobus

GRMS does not appear to have been updated in a while.  Which version are you 
considering?

Any of these can be used as a "broker", can be extended to add new scheduling 
policies, and are actively used.  Depending on your goals/requirements, 
probably any of these can be used.
