I don't use LSF but I had similar issues with submitting jobs through GridWay, and this was resolved once I installed Ganglia.

Hello all,
Is there someone out there that uses Globus with LSF? I am able to
successfully submit jobs via globusrun-ws, but not via GridWay.
I have everything configured correctly AFAIK and my LSF SEG starts up
fine. My Globus (4.2.1) gatekeeper is in a different network from the
LSF cluster, but LSF commands themselves work fine on the gatekeeper.
I do not know if I need a Ganglia or other GLUE to publish the compute
node information to Globus, which is somehow used by GridWay.
Thanks,
Prakash
