Hello!

Some of the German grid resource providers have observed a problematic 
behaviour from the WS-Notification client.
Under certain circumstances, the client to Globus WS-Notification services does 
not properly bind to a TCP socket. In fact, it tries to bind twice (this can be 
seen through netstat and similar tools), and then silently fails. The big issue 
with this is that you don't notice this at all -- no exception is thrown, no 
error raised  -- it just silently fails, while the rest of the program (using 
the Notification services) continues fine, but does not receive any 
notifications. If you need any further input, just let me know.
