Have you tried submitting a job to Condor directly, without going through 
Globus GRAM? That will help determine whether the problem is with Condor itself 
or GRAM's interactions with it.

As you read, this problem is often due to starting the Condor daemons as an 
ordinary user and then submitting a job as a different ordinary user. In most 
cases, the Condor daemons should be started by the root user. How did you start 
the Condor daemons?
