If I'm understanding you correctly, you want the starred items grouped
together at the top, *above all others*, then the others, right? If
that is the case, you could take the Starred Next Actions list and
just put it above the Next Actions list, and then remove Starred items
from the Next Actions list.

So you would insert the following in the Actions Dashboard by Context,
above Next Actions:

<<mgtdList title:'Starred Next Actions by Context' startTag:Action
tags:'Next && !Done && Starred' view:ActionProj mode:global
        group:Context
        newButtonTags:'Action Next Starred'
        where:tiddler.hasActiveProject()
>>

Then change the Next Actions to the following:

<<mgtdList title:'Next Actions' startTag:Action tags:'Next && !Done
&& !Starred' view:ActionProj mode:global
        group:Context
        gView:Context
        where:tiddler.hasActiveProject()
        newButtonTags:'Action Next'
        >>
