James,

An action title is bold when there is some text placed into the
"description area" of the Tiddler.  If you place any text in the area
below the name of the Tiddler (what I'm calling description area) the
action title will be displayed as bold.  I guess the significance is
to visually clue you in on actions that you have more detail.  Hope
