your diagnosis is correct.
I just build a test tarball for 0.2.4 and it does include that directory 
(automatically). I don't know why it did not get included in 0.2.2.
I'll make sure to double check for 0.2.4.

Bug description:
Export plugin is broken in 0.2.3.
When i try to start the plugin (i had activated it in preferences -> plugins 
first) i see this:

Traceback (most recent call last):
  File "/usr/local/lib/python2.6/site-packages/GTG/plugins/export/export.py", 
line 150, in on_export
    self.export_combo_decorator(self.export_combo_templ, template_list)
UnboundLocalError: local variable 'template_list' referenced before assignment

As i can tell, this is because export templates was somehow removed from 0.2.3 
tarball 
(GTG/plugins/export/export_templates directory is missing).

It would be great to see this included into 0.2.4.
