Bug description:
Tags do not show up in the tags list until a task with tags is loaded in
taskeditor
Steps to reproduce:
0. rm -rf tmp/ && ./scripts/debug.sh
1. Open tags pane (f9) and expand list of tags under 'Getting started with GTG'
2. Notice no tags are shown in the tags pane on the left
3. Double-click on 'Learn how to use tags
4. Now notice two tags show up in the tags pane. These should have displayed
from the start.
