My Python is not all that great, but it appears 90% of the functionality is already in the rememberthemilk plugin. Major difference is the connector to RTM: the exact syntax of the HTTP requests and POSTS, and the contents of the requests and data.
Another minor difference, from my investigation, is the way tracks handles projects and contexts, where RTM mainly handles tags only. But I am sure that someone with a little python knowledge can turn the RTM plugin into a tracks plugin within a few hours.
