No, it is supposed to be replaced at run-time. That is, the pango.modules file can *either* have real, true, paths from the end-user machine, *or* the configure-time paths from the machine where Pango was built. In the latter case (if Pango notices at run-time that the paths are the configure-time ones), the run-time prefix will be spliced in instead.
