Christian, :maybe "dynamic upload slots allocation" should be bonded to a maximum :filesize (or request size?) which can be configured as well. I think :it's not useful if after a while 30 people try to download a 200 MB file :through a pipe with "only" 10KB/s. This is also easier to realize :than other suggestions (because it's less sophiscated but still :effective, though - IMHO).
What do you mean by that? You want to only allow a dynamic slot for small requests? Or small filesizes?
