Did you read the release notes?  Look at the WARNING.

Quoting:

        - The amount of bandwidth configured for leaves is currently
        automatically added to the HTTP connections when not in leaf mode,
        regardless of whether "use surplus bandwidth" is activated.  This will
        change in the release.


:- the values of LEAF_OUT/IN_MAX affect the bandwidth limitation in
:  the way described above even if they are switched off in the config
:  panel. Is that a wanted feature?
