The fix is called PARQ which is developed by Jeroen. I assume his work will be integrated in a few weeks. Until then you can simply decrease your upload slots or disable dynamic slot allocation. BTW, you don't have to upload complete files. As long as people get at least some hundreds of kilobytes from you there's no problem as they hopefully get the rest (simultaneously) from other sources.
