[Gtk-gnutella-devel] compile error on freeBSD 4.7, and fix

Building the latest CVS on this OS gives an error in settings.c. The 
sys/resource.h include needs to have sys/time.h included before it, so 
struct timeval will work.

This could be solved by processing settings.h prior to this include...
