Well let me explain :-)

The PARQ code creates multiple queues. Depending on the number of upload
slots you have.
If you have 2 uploads slots, it creates 2 queues, one for large files,
and another one for smaller files.
This way people who want a small file don't have too wait for a large
file to finish.
If you don't have any large file or if no-one wants to download such a
file from you. The 'larger' queue (queue 1) will stay empty. Nothing too
worry about.
