I am not 100% sure what you are saying.
If you increase the number of upload slots, PARQ will use all slots
after a while. However keep in mind if you first had 5 upload slots, and
increase it to 20. It won't immediatly allow someone at slot 10 to jump
in. First slot 6,7, 8 and 9 will be served.

PARQ is not prepared for dynamic uploads at the moment. So yes, it does
allow people to cat an upload slot which actually shouldn't have one.
For the time being those people are just lucky.
