I am not 100% sure what you are saying. If you increase the number of upload slots, PARQ will use all slots after a while. However keep in mind if you first had 5 upload slots, and increase it to 20. It won't immediatly allow someone at slot 10 to jump in. First slot 6,7, 8 and 9 will be served. > 2. PARQ is not prepared for dynamic uploads at the moment. So yes, it does allow people to cat an upload slot which actually shouldn't have one.
