Any time someone tries to fetch a file, the Uploads tab shows the request with a Status of "Queued (slot 1, ETA: 164d 3h)" or something else equally as silly. If multiple people are in the queue, the number of days just goes up and up. It doesn't seem to be dependent on any bandwidth limiting options - can turn them off and it just keeps doing the same thing. It doesn't seem to be dependent on the remote user agent. All are queued indefinately alike. I'm on a 56k modem. The peer mode (ultra peer, legacy, leaf) doesn't seem to matter either. I'm running NetBSD 1.6.1. Past versions of gtk-gnutella have worked for me. Perhaps I'm missing something obvious, but I'd expect that the first person in a queue when there are no current uploads would be offered the file immediately.
