If you just increase max simultaneous downloads, you either end up with:
even more queued downloads filling up the slots, or you have many
downloads of different files and several queues taking up the rest, and
still no room for the extra SHA1-matched downloads, since those may be
found later, etc.
A max requests for same SHA1 would be very nice.

(This would perhaps have the same effect, or be bad, but perhaps instead
of when controlling file downloads do it on a download instance basis,
switch to a file basis?  As in "download x files" instead of "have x
download data streams".)
