Modern ultrapeers (such as GTKG) will monitor the searches from leaves and drop them on the floor if re-issued too soon anyway (the hardwired minimum is 1800 seconds). So leaves can say they want to requery every 1 second if they want, the ultrapeers will filter them out anyway. Therefore, indeed, the re-query timer should not be set below 1800 seconds to be on the safe side and not risk your query being dropped without being sent on the network...
