Uuuuuh, what? Yes, these addresses are used by _millions_ of german dialup customers (it is probably the biggest subnet/subdomain for dynamic addresses in Germany, used by Deutsche Telekom). I don't really know what it means to have these addresses listed in hostiles.txt, but to me it sounds like a really bad idea.
