Wouldn't that mean to disable partial uploads for all files, not only for files currently downloaded? Either that, or the button/section is ambiguously labled. You can get in much more legal trouble for offering/uploading a certain copyright-protected file than for downloading that very same file. So it might be desirable to disable the upload of currently downloaded files while still offering the files in your manually picked upload folders.
