I'm going to review the default for the forthcoming 0.96.1. It will be something like 90%. For now. We'll see if things are OK. :Configuring the bandwidth limits is just bad. There should be a total :limit and that's it especially with "use surplus" all these detailed :settings are rather useless. I wouldn't configure anything but the :cumulative rates and leave the rest undefined. I agree with that as well. But still configuring limits helps the bandwidth scheduler dose how much of which traffic should go out. So the proportion is important. Even though I think "use surplus" should be always ON and not configurable. We'll see if someone wants to tackle this refactoring for the next release. I won't have time to do that.
