Description:  When running in leaf mode, Gnet in/out bandwidths are limited 
to the "leaf" bandwidths.  When the node switches from leaf to ultra, the 
bandwidths for Gnet in/out retain this limit, instead of switching to the 
correct value for an ultra node.

Example:

GNet In Limit: 30.0 Kib
GNet Out Limit: 30.0 Kib

GNet Leaf In Limit: 8.0 Kib
Gnet Leaf Out Limit: 8.0 Kib

When the node switches from leaf to ultra, the bandwidth status bars 
continue to act as if the Gnet In/Out Limit is set to 8.0 Kib.  This is NOT 
a display artifact - while this is in effect, I see Ultra nodes flow 
controlling, indicating that I am genuinely short of bandwidth.

If I go to "preferences/bandwidth", and change the value for Gnet In/Out, 
then the correct bandwidth limit is then applied (even if my "change" 
consists of moving it to 31.0 KiB, and then immediately back to 30.0 KiB).

This is 100% repeatable on my machine (I've watched it happen 4 times since 
upgrading to r12603 from r12595).  So far I've only tested with the 
automatic switch - I do not know if this occurs when manually forcing the 
node to ultra mode.

I have observed this with both GTK1 and GTK2 (No surprise there, but it 
never hurts to verify it).
