Browse-host is optional and is turned off by default.
As far as I can remember, 0.96.1 was not demoting a firewalled ultra node.

With current GTKG, it should be impossible to remain an ultra node if you
are firewalled, for obvious reasons: being unable to accept leaves, that
node is behaving as an "old" node and just consuming hops.
