Is there a cygwin package for pixbuf that is not installed ?
I also found there is no pkg-config in /usr/bin folder, which package should be
installed in cygwin setup? Though I thought that I installed all packages
included gtk3...
pkg-config isn't part of gtk+, it's a utility designed to make it easy
to supply all the various includes, libraries, and switches needed for
compilation. It's been a couple of decades since I used cygwin, but I
think you need to install the pkgconfig package separately.
