Help! is gtk cpu intensive?

Are gtk applications cpu intensive. I have a window that has a menu box,
3 buttons, scrollable window that holds gtkrgb object, couple of frames
and a table, and it reads 27% cpu. Is this normal or does this mean I
have done something wrong...
ps: does any one know where I can get oci.h off the net. My Oracle
installation did not have it...
