If you visit http://user.sgic.fi/~tml/gimp/win32/downloads.html,
that's where I get my copies of the developer packages for
gtk+ and glib (and some other libs). I don't know of an
FTP site where this stuff is stored. However, I do think that
what you were trying to download was the win32 version of the
actual GIMP software.
