They come with Red Hat and Debian and such, that's where most people
seem to get them. ;-) I'm not sure where they are upstream.
I bet the GNOME Doc Project home page says.

Note that once you have them, you have to delete config.cache so
they'll be found, and you also need gtk-doc which is in GNOME CVS.
