Well, how it is supposed to be set depends both on your distribution
and your desktop environment. Something, however, is setting it to an
invalid value ... my guess is "en" (not typically a valid locale
name), so really the right thing to do is to fix whatever that is.
(Various GDM configurations have had an "English" language
selection that was mapped to "en", so if you are using
GDM you might want to try selecting "British English" (?) on
login.)
