I agree that it should be possible, at least as a theme option. For mouse navigation, I think the main problem with disabled items not being highlighted is actually another problem: a submenu remains popped out if you move the cursor to hover over a disabled item. The problem here is that the color used for the text in disabled menu items is not necessarily visible on top of the color for selected items. I'm not sure how much of a problem that _really_ is, though.
