Sorry, I was spreading misinformation. Now win32 is an officially supported platform, I think this is the right list to ask questions on.
The only (?) win-only list left is this one:

it's probably not so relevant for you, though quite a few gtk win32 developers are subscribed (for example, Tor Lillqvist, the chief maintainer of the win32 backend) and do answer questions.
There's a very useful wiki on how to build gimp on win32:

which is unfortunately down with hardware problems :-(
