When I grep X11's locale DB access as following:
$ fgrep /usr/X11R6/lib/X11 xmbcs_strace.log

open("/usr/X11R6/lib/X11/locale/locale.dir", O_RDONLY) = 3
access("/usr/X11R6/lib/X11/locale/C/XLC_LOCALE", R_OK) = 0
...
it seems that X11 could not set its locale to ja_JP and fallbacks
into C, although libc could set its locale to ja_JP.
Show me:
/usr/X11R6/lib/X11/locale/locale.alias
/usr/X11R6/lib/X11/locale/locale.dir
