I remember the X_LOCALE detection method in configure
of gtk+-1.2 is not suitable for cross-development.

If you check symbols in libgdk-1.2.so (built with -DX_LOCALE) like:
        nm -ap /usr/lib/libgdk-1.2.so.0 | fgrep setlocale
what do you receive?
