Here's a screen-cast demonstrating installing GTK+ on Windows: http://www.jamesbooker.co.uk/~jburd/gtk/install/win32/ Note: I do not have Cygwin installed on my machine, and when I did I avoided adding Cygwin paths/executables to my PATH environment variable. That dramatically reduced the problems I was facing. The UNIX tools you see me using are from the GNUWin32 project. If installing this way does not solve your problem, do let us know.
