and tell me whether this has a chance of being committed before GLib 2.20?
This is a fix for GOption on Windows, which actually makes it usable there.
Previously, GOption on Windows would fail on filenames which contain
characters not in the current codepage (e.g. Cyryllic characters in English
locale), which is a rather common occurrence, especially with people in
non-English countries using the English versions of Windows.

Without this patch GOption can't reasonably be used in cross-platform
applications, because on Windows some files which are accessible from other
apps will not open in apps using GOption.
