So Dieter got me to looking into IRC and sent me an offer to a commercial beta web interface that is currently free. That got me to looking at what was available in the open source market and I found http://qwebirc.org/ which could be added as a port 80 service hosted at irc.gnome.org. An example of real use can be found at http://webchat.freenode.net/ and https://qwebirc.afternet.org/.
