Try looking at cvs.gnome.org/bonsai and run a query for recent changes to
GTK - or try looking at the gtk-devel-list archives. Most GTK development
discussion is probably on IRC though, there is a #GTK+ channel that Owen
and Tim are on all the time. Important stuff goes by gtk-devel-list.
Anyway there is steady development.
