Hmm, presumably you've downloaded an archive like
gtk+-1.2.6.tar.gz
If you have this file, do the following:
tar -xvzf gtk+-1.2.6.tar.gz
cd gtk+-1.2.6
./configure
configure is shipped with the gtk source distribution ...
