Have a look a File::MimeInfo. It requires the freedesktop.org mime
database but that is just a bunch of file you can copy from a linux/unix
machine to your win32 machine. Even without the mime database this
module will not die on you.
File::MimeInfo is a clean perl implementation of the freedesktop.org
mime info specification (which is also used by the gnome implementation).
