Thanks to Neil Bowers for the original pull request with the [GithubMeta] block change, [MetaResources] ended up being used in dist.ini instead. Gtk3 is available as a tarball: http://downloads.sourceforge.net/gtk2-perl/Gtk3-0.014.tar.gz or from git: http://git.gnome.org/browse/perl-Gtk3/tag/?id=v0.014 Gtk3 provides Perl bindings to the 3.x series of the gtk+ toolkit.
